PROCEDURES
  • OREGON WIN SCHEDULING PROCEDURES

    Scheduling procedures. Oregon WIN ITFS channels and microwave paths are scheduled through the Oregon WIN Director's office. To schedule an event, Oregon WIN Members and Participating Members must complete an Oregon WIN Scheduling Form and return it to the contact noted on the form. The Oregon WIN scheduler will notify the requestor of any conflicts and suggest alternative routes. Once an event is scheduled the requestor will receive an e-mail confirmation. Individuals or organizations not associated with Oregon WIN may access the network when hosted by an Oregon WIN Member or Participating Member. The Oregon WIN scheduler only schedules ITFS channels and microwave paths and will NOT schedule individual ITFS receive sites. ITFS receive sites must be scheduled by the program originator.

    ITFS Channels. Oregon WIN Members are assigned specific ITFS channels (See chart). Standard (default) microwave routing provides Members with direct links to their assigned ITFS channel. However, network routing also allows members to share unused channel time. Any unscheduled ITFS channel time is available for use by other Oregon WIN members or sponsored users by following established scheduling procedures.

    Microwave paths. Oregon WIN Members are responsible for providing video and audio on a 7x24 basis to the Studio-To-Transmitter (STL) microwave path that connects their campus to the Oregon WIN network. Oregon WIN will schedule all microwave links, excluding the STLs, by following established scheduling procedures.

    Scheduling priorities
    Deadlines - The Board will establish scheduling deadlines for campuses to provide schedules for assigned channels as follows:
    • Course schedules - Each spring term a date will be established for the submission of course schedules for the upcoming academic year.
    • Term schedules - Dates will be set in August, December, March and June for scheduling additional events during the upcoming term.
    • Monthly schedules - The 20th of each month will be the deadline for submitting requests for the following month.

    Channel capacity available after the monthly schedule is submitted will be available on a first-come-first-served basis. Campuses may form agreements to schedule courses and events in advance on other Members assigned channels as needed.

    Priorities - When conflicts occur among events that meet the scheduling deadlines, or technical failures create scheduling conflicts, the following ranked order priorities will be used.
    1. Term-length courses that are part of a degree or certification program.
    2. Independent term-length courses.
    3. For-credit workshops and seminars.
    4. Non-credit workshops and seminars.
    5. Commercial and other one-time events

    Program delivery standards. Program providers are expected to meet professional audio and video production standards and adequately train faculty/presenters on use of network.


OREGON WIN FEE STRUCTURE
  • USE OF NETWORK

    Oregon WIN Instructional Programs.   Oregon WIN Members will not incur network fees for instructional programs originating from member institutions. Fees, if any, for Participating Members will be determined and stated in the Participating Agreement.

    Network Hosting.   Any Oregon WIN Member or Participating Member may host commercial or non-member users. The Oregon WIN host is responsible for providing access to the network, scheduling the network, and collecting and disbursing fees.

    Network Access Sites.   The Oregon WIN network includes many access (receive) sites including schools, fire stations, community sites, hospitals, government offices, businesses, and PEG (public access, education, and government) cable television channels. Many of these sites are available for community use. Receive site charges may apply and vary from $20.00 to $35.00 per hour.

    Definitions of Network Users:
    • Commercial Users include, but are not limited to, commercial television stations, national commercial networks, and for-profit businesses and organizations.
    • Not-for-profit Users include 501(c) (3) organizations, government agencies, educational institutions (excluding Oregon WIN Members and Participating Members) and other non-profit groups or organizations.
    • WIN Member, Non-instructional Users include non-instructional program providers associated with an Oregon WIN Member or Participating Member. Non-instructional programs may include sports, conferences or institutes, fund raising or alumni events.

    Non-Profit: $90 first hour (minimum)
    $40 each additional hour
    WIN non-instructional: $60 first hour (minimum)
    $30 each additional hour
    WIN instructional: no network fee if originating from member institution
    Transport To National Networks
    OPB switching, transport, support:

    $165 first ½ hour
    $140 each additional ½ hour

    OSU Satellite Uplink Charges:
